The "Ten Commandments" series from Samoa was part of a broader wave of Pacific island commemorative programs in the early 2010s that leveraged those nations' mint licensing arrangements to produce themed collector coins with no meaningful connection to local currency needs. Samoa's coinage authority effectively licensed its name to European distributors — primarily operating through the Bavarian State Mint and similar facilities — who designed, produced, and marketed these pieces wholesale to the collector market.
KM#263 documents it, but the series was never intended for circulation and saw essentially no use within Samoa itself.
