Tokelau issued this coin under New Zealand's administrative authority — the territory has no mint of its own and no domestic currency in conventional use, making its commemorative program essentially an export product from the outset. The 1988 Seoul Games were the first Olympics held in South Korea, and the first since the 1980 Moscow boycott cycle to draw near-universal participation, including the return of both the United States and the Soviet Union to the same competition.
