Tokelau's coinage has always been something of an administrative curiosity — the territory has no indigenous minting authority and issues coins largely as a revenue mechanism through New Zealand, which administers it. By 1994, the market for Pacific island commemorative silver had grown crowded enough that sailboarding as a subject was a deliberate bid for novelty among thematic collectors rather than any reflection of local sporting culture.
