Tokelau's 1991 commemorative program leaned heavily on Pacific War themes, this piece marking the 50th anniversary of the Pearl Harbor attack. The territory had no direct military role in December 1941, but its geographic position in the central Pacific placed it squarely within the strategic calculations of both the U.S. and Japanese navies throughout the war years.
Issued under New Zealand's administration, Tokelau's coinage authority has always been nominal — these pieces were never intended for circulation on the three atolls, where the effective population barely exceeded 1,500.
