Kenya's first independent currency series, of which this is the lowest denomination, was issued beginning in 1966 following the collapse of the East African Currency Board — the shared monetary arrangement that had served Kenya, Uganda, and Tanzania since the colonial period. The decision to issue distinct national currencies was politically fraught; Tanzania moved first in 1966, effectively forcing Kenya and Uganda to follow. Bradbury Wilkinson had handled British colonial currency printing across East Africa for decades, so their involvement here represented continuity of infrastructure if not of politics.
The Barawski signature places this among the earliest issues. Leon Barawski served as the Central Bank of Kenya's first Governor, appointed at its founding in 1966.
