Somalia's Food and Agriculture Organization coinage from this period was issued under the nominal authority of a central government that had, by 1999, effectively ceased to function. The Transitional National Government wouldn't even be established until 2000, meaning these coins were authorized in a political vacuum.

FAO issues of this type were typically produced by private mints on contract, with distribution handled externally rather than through any functioning Somali banking infrastructure.
