Provincial food stamps (liangpiao) were not currency but state-administered rationing instruments, issued under the planned economy to control grain allocation alongside the national grain coupon system. Hebei's 1980 series was issued by the provincial grain bureau at a moment when the household responsibility system was already quietly dismantling the collective agriculture that made rationing necessary in the first place — within a decade, most provincial grain stamps would be formally abolished.

The shi jin denomination (half a jin, approximately 250 grams) reflects fine-grained rationing at the household level. These small-denomination stamps were used heavily and rarely saved, making intact survivors uncommon.
