Grain ration stamps (粮票) of this type were issued by county-level grain bureaus under the national unified grain procurement system that had governed food distribution in China since the early 1950s. By 1986, that system was already being dismantled at the margins — market reforms had begun eroding mandatory grain quotas — yet county bureaus continued issuing local stamps that were worthless outside their administrative jurisdiction. Hua County, in northern Henan along the old Yellow River flood plain, was a significant grain-producing area, which gives even a minor local issue some regional economic weight.

The designation "coarse grains" (粗粮) is the telling detail. It distinguished millet, sorghum, and maize allocations from fine grain (细粮, primarily wheat flour and rice), which carried higher social status and was rationed separately. Receiving a coarse grain allocation rather than a fine grain one was a meaningful distinction in daily life.
