Estonia's interwar bronze coinage was produced in Tallinn at the newly established state mint, which had only become fully operational in the late 1920s. The 1931 date falls during a period of relative monetary stability for Estonia, which had anchored the kroon to gold in 1928 at a rate designed to inspire confidence after the earlier mark's collapse. These small bronzes saw hard daily use and typically survive in worn condition; problem-free mid-grade examples are harder to locate than their mintage figures suggest.
