The KM# Pn70 designation places this squarely in pattern territory — this is not a circulation strike but a trial piece produced by the Imperial Japanese Mint as part of exploratory work on the holed coinage series that would define Japanese small denomination issues through the Taishō and early Shōwa periods. The sakura border around the hole was ultimately not adopted for the standard 5 Sen type, making survivors of this specific pattern exceptionally rare by any measure.
