The 1906 pattern was part of a broader Japanese monetary reform effort following the Russo-Japanese War, during which Japan's wartime expenditures had strained the treasury considerably. The Meiji government was actively reconsidering subsidiary coinage compositions at this time, and copper-nickel trials were tested against the existing cupronickel and bronze issues before final production decisions were made. This piece never advanced to circulation.
