The Taiwan Government General issued this note under Japanese colonial administration, which governed the island from 1895 until 1945. These small-denomination fractional notes emerged partly to address chronic shortages of low-value coinage in circulation — a persistent problem across Japan's colonial territories in the early twentieth century.

The Pick reference P#1914 suggests catalog placement among early colonial fractional issues, a series that saw relatively limited survival given the fragility of the paper and the low face value, which meant worn examples were discarded rather than saved.
