San Marino issued this coin as part of a sustained annual gold program launched in the mid-1970s, each year tied to a specific social or political theme — a deliberate effort to generate collector revenue while the republic was navigating a politically unusual period. Between 1978 and 1992, the government was led by a coalition that included the Communist Party, one of the very few instances of communist participation in a Western European executive. The 1977 "Democracy" theme lands one year before that coalition took power.
