This piece exists because of a specific FAO initiative in the early 1970s to recruit member nations into issuing commemorative coinage promoting agricultural development and food security programs. Morocco was among the more enthusiastic participants. The gold version of this denomination is genuinely rare in circulation terms — it was never intended for everyday use, and most surviving examples come from original packaging.
