The P#R3 is an overprinted reissue — Bank Indonesia applied new text over an existing note rather than commissioning a fresh printing, a cost-cutting measure that was common in Indonesia during the early 1960s as the Sukarno government struggled with mounting inflation and foreign exchange shortages. Percetakan Kebayoran, the state printer operating out of Jakarta, handled domestic overprint work throughout this period as Indonesia moved to reduce dependence on foreign security printers.
The "R" prefix in the Pick reference denotes a regional issue, distinguishing this from the main circulation series.
