India's Five Year Plans were a Nehruvian cornerstone, but this certificate belongs to a lesser-known parallel instrument: the Ten Year National Plan savings scheme launched in the early 1950s to mobilize small-scale domestic capital for development financing. These were not banknotes in the transactional sense — they functioned as government-backed savings certificates, closer in character to war bonds than currency, issued at face value and redeemable with interest at maturity.
Because they were intended to be held rather than spent, survival rates among used or cancelled examples are poor. Uncancelled specimens occasionally surface without redemption stamps, which complicates attribution of their original issue status.
