Issued to commemorate the Shri Mata Vaishno Devi Shrine Board, the administrative body established in 1986 by the Jammu & Kashmir government to manage the Vaishno Devi shrine complex in the Trikuta Mountains. Before the Board's formation, the pilgrimage infrastructure was largely unregulated; it now oversees one of the highest-footfall religious sites in the world, receiving upwards of eight million visitors annually. India's commemorative five-rupee circulation strikes from this period were produced at multiple mints, and die quality across the run is inconsistent.
