This is to certify that XXXXXXXXXX are registered at the XXXXXXXXX Post Office as the holders of a Post Office 12 Year National Savings Certificate, issued in accordance with the terms of the Notification number, printed on reverse, and subject to the Application and Declaration of the Purchasers which shall be the basis of this Contract. The Government of India undertake to pay to EITHER of them, or to the survivor of them, or the legal representatives of the survivor in the case of death of both of them, on presentation of this Certificate at the aforesaid Post Office on or after the XXXXXXXXX Rs. 7/8/- or at any earlier date after the expiry of eighteen months the sum not exceeding Rs. 7/8/- specified on the reverse of this Certificate as due on such date.

These certificates were issued under wartime finance pressure, part of Britain's broader effort to mobilize domestic savings across the subcontinent to fund the Second World War. The Post Office distribution network made them accessible far beyond the reach of commercial banks — a deliberate policy choice aimed at drawing liquidity from rural savers who had no formal banking relationship.

The 1944 date places this squarely in the final stretch of that campaign, just before Partition and the dissolution of the undivided Indian postal-financial apparatus made such instruments politically and administratively impossible to continue in their original form.
