The 1991 Commonwealth Parliamentary Conference was held in New Delhi, bringing together legislators from across the Commonwealth at a moment when India was navigating a severe balance-of-payments crisis that would, within months, force the government to airlift gold reserves to the Bank of England as collateral for an emergency IMF loan.
