Social Service Day in Nepal was formally established during Birendra's reign as part of a broader push to institutionalize civic participation under the Panchayat system — the partyless political structure Birendra inherited from his father Mahendra and defended, sometimes forcibly, until popular pressure dismantled it in 1990.
