This issue was struck as part of the United Nations Food and Agriculture Organization coin program, which ran from the late 1960s through the 1980s and commissioned commemorative circulating coinage from dozens of member nations to promote agricultural development themes. Nepal participated in several FAO issues during Birendra's reign. The program was funded largely by the FAO itself, which paid participating mints a fee to produce the coins — an unusual arrangement that made the issuing central bank essentially a vehicle for UN messaging rather than domestic monetary policy.
