This piece was struck specifically for the United Nations Food and Agriculture Organization coin program, a global initiative launched in the early 1970s that commissioned commemorative issues from member nations to promote agricultural development awareness. The Maldives — an archipelago with virtually no arable land and an economy built on fishing and trade — made for an unconventional participant in an agricultural promotion scheme.
The FAO program produced issues of wildly uneven quality and survival rates across participating mints; the Maldivian 1977 issues were struck in limited quantities and saw little meaningful circulation.
