The Turkestan District notes of 1918 were produced under genuinely chaotic conditions. The Tashkent branch was cut off from central supply lines following the Bolshevik seizure of power in the region, and local printing infrastructure was improvised — the paper quality and ink consistency across the series are notoriously uneven as a result. This was emergency money in a literal sense: the branch needed circulating currency faster than Moscow could provide it.
Turkestan was declared a Soviet autonomous republic in April 1918, which made the status of pre- and immediately-post-revolutionary local issues politically ambiguous almost from the moment of printing. Notes from this series were demonetized relatively quickly.
