Shirak — the region centered on Alexandropol (now Gyumri) — briefly fell under a patchwork of competing authorities during 1920–21, as Soviet power consolidated across the Caucasus following the Red Army's November 1920 entry into Armenia. Municipal institutions like this one issued their own scrip out of necessity: central banking infrastructure had collapsed, and local commerce couldn't wait for Yerevan to sort itself out.
The official stamp as the primary security feature tells you something about production conditions — this was emergency paper, authorized by a rubber stamp rather than intaglio printing or watermarked stock.
