Shikotan is one of the four southernmost Kuril Islands that Japan calls the Northern Territories and has formally claimed since the 1956 Soviet-Japanese Joint Declaration offered — but never delivered — a partial handover. The 2013 Kuril Islands series was issued by the Bank of Russia as part of a broader run of geographic commemoratives, a category that became politically pointed the moment it included disputed territory. Putting Shikotan on circulating-weight brass is, among other things, a sovereignty statement minted in metal.
