Rostov-on-Don was under White Army control during much of 1918, and the local branch of the State Bank issued these notes under the authority of the Don Cossack–aligned provisional administration — not the Bolshevik central government. The notes circulated in a region that changed hands repeatedly, which is why surviving examples with heavy wear are common and undamaged ones considerably less so.
The print date of 30 April 1945 recorded in this catalog entry is almost certainly a data entry artifact, not a genuine production date — this series had no printing activity in the mid-twentieth century.
