The Volunteer Army's financial apparatus during the Kuban campaign of 1918 was improvised at every level. This note was issued under the authority of the Financial Commission attached to the Volunteer Army — the same White force that had recently completed the catastrophic First Kuban ("Ice") March and was rebuilding under Denikin after Kornilov's death at Ekaterinodar in April 1918. Regional State Bank branches that fell under Volunteer control were pressed into service as de facto military treasuries, issuing locally authorized scrip to cover payroll and supply costs.

The Piatigorsk-Batalpashchinsk designation reflects a specific administrative and transport corridor in the northern Caucasus, not a banking district in any conventional sense.
