A multi-line Russian inscription in the centre records the authorisation by the Military Government of the Orenburg Cossack Host, the Orenburg Provincial Zemstvo, and the Orenburg Provincial Commissar of the Provisional Government. The denomination ПЯТЬ РУБЛЕЙ is repeated below the text block, with a repeated border legend ПЯТЬ РУБ. running along all four margins. |

Orenburg's State Bank branch began issuing its own provisional currency in 1917 as central authority collapsed and the Provisional Government struggled to keep paper money flowing to the provinces. These regional emissions were stopgap instruments, authorized locally and often printed under improvised conditions — not products of the established St. Petersburg printing apparatus.
The Orenburg notes occupy an awkward cataloguing space: issued by a branch of a still-nominally-functioning institution, yet effectively local scrip. By late 1918 the city had changed hands between Red and White forces multiple times, and whatever stocks remained in circulation were rendered worthless in rapid succession by competing monetary authorities.
