Olonets Province sits in the far northwest of Russia, bordering Finland, and its 1918 emergency issues emerged from the administrative chaos following the Bolshevik seizure of power. Provincial and municipal authorities across the former empire scrambled to produce local scrip when central bank supply lines collapsed — Olonets was one of dozens of regional bodies doing exactly this, but its geographic position gave it particular urgency: Finnish independence had just been declared, the border was contested, and regular commerce needed something to function on.
The S-prefix in the Pick reference places this squarely in the Russian Civil War local issues category. Many notes from this episode never circulated widely and were voided quickly as Bolshevik administrative control reasserted itself through 1919 and 1920.
