The Transnistrian Republican Bank has issued a series of commemorative notes marking significant Soviet-era anniversaries, and this 5 Rouble piece belongs to that run. Transnistria's currency exists entirely outside international recognition — the rouble circulates only within a territory whose statehood no other UN member formally acknowledges, giving every issued note an unusual legal ambiguity from the moment it leaves the press.
The print date of 30 April 1945 is the commemorated event, not the production date — the day Soviet forces raised the flag over the Reichstag in Berlin, one day before Hitler's suicide.
