Obverse description The note is headed СЕВЕРНАЯ РОССІЯ (Northern Russia) in Cyrillic across the top. At upper centre, the Imperial double-headed eagle vignette is set within an ornate cartouche flanked by large numeral 5s and elaborate scrollwork borders. The central field carries the denomination inscription ПЯТЬ РУБЛЕЙ in bold letterpress, beneath which a text passage states the exchange rate of 40 roubles to one pound sterling; the serial number appears twice in the note.

The Chaikovskiy Government — formally the Supreme Administration of the Northern Region — was established in Arkhangelsk in August 1918 following the Allied intervention, with Nikolai Chaikovskiy, the veteran populist revolutionary, as its nominal head. This 5 Rouble note belongs to the emergency currency it issued to maintain basic commerce in a region cut off from both Bolshevik Moscow and any functioning banking system. The notes circulated alongside Allied military scrip and old Imperial roubles in a genuinely chaotic monetary environment.

The government itself collapsed in early 1920 when Allied forces withdrew and the Red Army swept north.
