The Chaikovskiy Government — formally the Supreme Administration of the Northern Region — was established in Arkhangelsk in August 1918 following the Allied intervention, with Nikolai Chaikovskiy, the veteran populist revolutionary, as its nominal head. This 5 Rouble note belongs to the emergency currency it issued to maintain basic commerce in a region cut off from both Bolshevik Moscow and any functioning banking system. The notes circulated alongside Allied military scrip and old Imperial roubles in a genuinely chaotic monetary environment.

The government itself collapsed in early 1920 when Allied forces withdrew and the Red Army swept north.
