The Mogilev Provincial Treasury issued local currency in 1918 during the administrative chaos that followed the Bolshevik seizure of power, when central banking functions had collapsed and regional bodies across the former Russian Empire improvised their own emergency money. Mogilev had particular strategic weight — it had been the location of Stavka, the Imperial General Headquarters, until the February Revolution, and by 1918 was caught between competing Soviet and German-aligned authorities following the Treaty of Brest-Litovsk.
Provincial treasury notes from this region are among the less documented Russian civil-war-period locals, and S238 appears in relatively few documented collections.
