The Khabarovsk Branch of the State Bank began issuing local emergency currency in 1918 as the Russian Far East fragmented under civil war conditions. Central banking authority had effectively ceased to function across Siberia and the Pacific littoral, and regional branches were left to improvise — sometimes with official sanction, sometimes without it. The "official stamp" security feature here is telling: it signals that the note was validated post-printing, a workaround common when pre-printed security was impossible to arrange.
Khabarovsk changed hands multiple times between Bolshevik, White, and Japanese-backed forces between 1918 and 1922. Notes from this branch are consequently scarce — short print runs, chaotic redemption history, and high attrition.
