The Crimean Regional Government — one of several competing White-aligned administrations operating on the peninsula in 1918 — issued this note during an exceptionally unstable window between German occupation and the eventual consolidation of Bolshevik control. The regional government itself lasted only months, which kept print runs low and circulation brief.
