In the summer of 1918, Archangel was briefly held by anti-Bolshevik forces backed by Allied intervention, and the local State Bank branch found itself operating under White control with an acute shortage of usable currency. The S102 is one of several emergency issues produced to fill that gap — printed under severely constrained conditions, not in Petrograd or Moscow, but locally.
The "Red regime" designation in the catalog name refers to the color of the note, not its politics. This distinction trips up new collectors regularly.
