The Amur Regional Government was one of dozens of anti-Bolshevik administrations issuing emergency scrip during the Russian Civil War. This 5 Rouble note dates from a period when the Russian Far East was fractured between White forces, Japanese interventionist troops, and shifting local soviets — the Amur region changed hands repeatedly between 1917 and 1922, and currency issued by any one authority risked worthlessness within months.
Pick S1216 belongs to a broader catalogue of Siberian and Far Eastern provisional issues, many printed under genuinely difficult conditions with limited access to security printing facilities. Redemption was never guaranteed.
