The 1922 RSFSR small-denomination notes were issued during the brief window of the New Economic Policy, when the Bolshevik government made a tactical retreat toward limited market activity after the catastrophic collapse of War Communism. Hyperinflation had already destroyed the purchasing power of earlier Soviet issues so thoroughly that this 5-rouble note was essentially worthless on arrival — by 1923, the government would introduce the chervonets series backed by gold reserves, and the entire 1922 rouble series was swept up in the subsequent redenomination at 1,000,000 old roubles to one new.
Survival rate for circulated examples is low not because of rarity at issue but because the paper quality was poor even by wartime standards.
