Kabupaten Labuhan Batu was one of dozens of Indonesian regional authorities that issued their own emergency paper money during the 1947 Dutch military actions — the first "politionele actie" launched in July of that year disrupted central supply lines and forced local administrations to print their own scrip simply to keep civil servants and markets functioning. Rantau Prapat, the administrative seat of Labuhan Batu on Sumatra's east coast, was a significant tobacco and rubber district, which gave it just enough economic weight to make locally issued notes credible at the point of use.
These regional emissions are collectively catalogued under the broader Indonesian emergency issues but vary wildly in production quality and survival rates. Notes from smaller kabupaten printings were rarely archived systematically and frequently used to destruction.
