Qatar's Central Bank has issued a number of commemorative silver pieces in recent years tied to the country's accelerating international profile, most visibly the 2022 FIFA World Cup — the first held in the Middle East and the first in November–December rather than the traditional summer schedule, shifted to avoid Qatar's extreme summer heat. Whether this piece relates directly to that event isn't confirmed by the KM reference alone, but the timing is not coincidental.
