The USASTRATCOM Open Mess scrip was issued by the United States Army Strategic Communications Command's officers' club in Tehran — a practical solution to the perennial problem of running a dollar-denominated canteen operation inside a country where moving foreign currency freely created legal and administrative headaches. Military scrip of this type circulated exclusively within the base facility, redeemable only at the mess itself, and was never legal tender in any broader sense.
The date range reflects the full span of the U.S. military advisory and communications presence in Iran under the Shah, ending with the 1979 revolution that terminated American operations almost overnight. Whatever scrip remained outstanding at that point was simply void.
