Oman's gold commemorative program of the late 1980s and early 1990s was tied directly to Sultan Qaboos bin Said's National Day celebrations and his broader project of projecting the Sultanate's modernization to foreign investors and diplomatic partners. These pieces were produced in limited numbers at European mints and distributed largely through official channels rather than entering any retail coin market in Oman itself.
The 22-karat fineness places it within the older British colonial gold standard still preferred by Gulf state mints at the time — the same alloy used in sovereigns, a deliberate nod to the monetary tradition Oman inherited before establishing the Central Bank in 1974.
