Issued as part of the International Year of Disabled Persons, declared by the United Nations for 1981, this coin belongs to a wave of commemorative programs that Botswana used strategically throughout the late 1970s and early 1980s to generate foreign exchange through numismatic sales — a common revenue approach for small nations with limited export bases. The Bank of Botswana contracted several of these issues to overseas mints during this period, as domestic minting infrastructure was not yet established.
