Guernsey's millennium commemorative issue was a deliberate departure from the workhorse notes of the regular series — produced for collectors as much as for circulation, which means uncirculated examples dominate the surviving population almost entirely. Thomas De La Rue's involvement was standard for the States of Guernsey at this period, the island having used them continuously for decades.

Worth noting: P#60 carries only a watermark and security thread, comparatively minimal for a commemorative produced at a moment when many issuing authorities were piling on new anti-counterfeiting technology. Whether that was a budget decision or a deliberate nod to traditional production methods is unrecorded.
