The National Council for Women was established by presidential decree in February 2000, with Suzanne Mubarak appointed as its honorary president — a role she would hold until the 2011 revolution forced her husband from power. This coin, issued the following year, marks the council's founding mandate to advance legal and political participation for Egyptian women, arriving at a moment when Egypt was under sustained international pressure to reform its personal status laws.
