The Currency Commission was established under the Currency Act of 1927 to replace the plethora of private bank notes that had circulated in the Irish Free State since independence. Rather than abolishing the old commercial banks' identities outright, the Commission issued a unified "Consolidated Banknote" series carrying each participating bank's name — Hibernian included — while standardizing design and security across all institutions. The arrangement was a political compromise as much as a monetary one.
The transition from Brennan/Campbell to Brennan/Hodges in September 1939 reflects the death of Joseph Campbell, who had served as Currency Commissioner since the series began. The single known date bearing Hodges' signature makes that September 1939 issue the scarcest signature combination in the Hibernian £5 run by a considerable margin.
