The field is composed of interlocking cog-wheel motifs evoking the Victorian industrial age, within which four vignette cartouches display iconic symbols of Victorian-era progress: a steam locomotive at upper left, a full-rigged sailing vessel at lower centre, a penny-farthing bicycle at right, and an early candlestick telephone at lower right.
