Issued to mark the centenary of Victoria's death in January 1901, this Guernsey piece belongs to a crowded field of commemoratives from Commonwealth mints competing for the same collector market that year. Guernsey had no particular administrative or historical relationship with Victoria beyond nominal Crown dependency status, and the island's mint output at this period was almost entirely collector-driven rather than circulation-intended.
The .9167 fineness matches the traditional 22-carat standard used for British sovereign coinage since 1817.
