Gibraltar's commemorative program in the 1990s was unusually prolific, issuing multiple collector pieces annually under licensing arrangements that gave the territory considerable latitude in subject matter well beyond its own history. The 70th birthday issue was part of a broader wave of royal commemoratives produced across British Overseas Territories that year, with several jurisdictions striking near-identical programs simultaneously.
