Libya's 1963 second issue came four years after the Central Bank of Libya replaced the Libyan Currency Commission, which had administered notes jointly backed by the United Kingdom and United States following independence in 1951. This series was the first to circulate under purely domestic banking authority, though Bradbury Wilkinson — the New Malden firm responsible for a significant portion of British colonial and post-colonial currency work throughout the mid-twentieth century — retained the printing contract.

Pick 31 is notably scarcer in circulated grades than the first issue, likely a function of shorter circulation life before the 1969 coup that brought Gaddafi to power and triggered a currency transition.
